Overview

Training Organisations manage many responsibilities upon registration, including yearly reports, AVETMISS compliance, and promotional compliance. Among these tasks, validation of assessments frequently stands out. While validation has been reviewed in many discussions, let's revisit the fundamental principles. ASQA defines assessment validation as a quality review of the evaluation process.

In essence, assessment review is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards require two forms of validation. The first type of assessment review checks conformity with the training package assessment requirements within your RTO's scope. The subsequent validation ensures that assessments adhere to the Principles of Assessment and Rules of Evidence. This implies that validation is performed in both pre- and post-assessment stages. - Assessment Tool Validation: Referred to as pre-assessment validation or verification, pertains to the first part of the clause, aimed at compliance with all unit requirements.
- Post-Assessment Validation: Involves the implementation, confirming that RTO assessments follow the Principles of Assessment and Rules of Evidence.

When to Conduct Assessment Tool Validation

The aim of assessment tool validation is to ensure that all components, performance standards, and evidence of performance and knowledge are addressed by your assessment methods. Therefore, whenever you obtain new learning resources, you must perform validation of assessment tools prior to student use. There's no need to wait for your next five-year validation cycle. Check new materials immediately to verify they are suitable for student use.

Nevertheless, this isn't the only reason to conduct this type of validation. Perform assessment tool validation also when you:

- Amend your resources
- Integrate new training products on scope
- Review your course against training product updates
- Identify your learning resources as a risk during your risk assessment

ASQA uses a risk-based approach for regulating RTOs and requires regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Identifying Training Products for Validation

Keep in mind that this validation ensures conformity of all training materials before use. All RTOs must validate training products for each unit.

Resources Needed to Start Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your training materials:

- Mapping Tool: The first document to review. It indicates which assessment items meet unit requirements, helping with faster validation.
- Student Workbook: Ensure it is suitable as an assessment resource during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide/Marking Guide: Also verify if guidelines for assessors are sufficient and if clear standards for each evaluation item are provided. Clear standards are crucial for reliable assessment results.
- Other Related Resources: These may include lists, registers, and forms developed separately from the student workbook and assessor guide. Validate these to ensure they match the assessment activity and meet course unit requirements.

Assessment Validation Panel

Standard 1.11 specifies the requirements for panel members. It states assessment validation can find it here be performed by one or more people. However, RTOs usually mandate all educators and assessors to participate, sometimes including field experts.

Collectively, your panel must have:

- Vocational Competencies and Up-to-date Industry Skills relevant to the unit under validation.
- Current Expertise in Vocational Training.

- TAE40116 Certificate IV in Training and Assessment or its successor.

Principles of Assessment

- Equity: Is equal opportunity and access provided to everyone in the assessment process?

- Relevance: Is the assessment relevant to the skills and knowledge it aims to evaluate?
- Dependability: Will the assessment produce consistent results every time?

Rules of Evidence

- Appropriateness: Is the evidence appropriate to the requirements of the unit of competency?
- Completeness: Does the evidence adequately demonstrate the required skills and knowledge?
- Originality: Does the evidence confirm the originality of the candidate's work?
- Currency: Does the evidence reflect current skills and knowledge?

Important Factors in Assessment Validation

Pay attention to the verbs in the unit criteria and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Baby and Toddler Care, one required performance evidence asks students to:

- Perform diaper changes
- Prepare and feed bottles, clean feeding equipment
- Feed babies with solid food
- React suitably to baby signals and cues
- Prepare and settle babies for sleep
- Supervise and support age-appropriate physical activities and motor development

Common Pitfalls

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit requirement is meant to evaluate underlying knowledge (i.e., knowledge-based evidence), students should be carrying out the tasks.

Mind the Plurals!

Pay attention to the quantities. In our example, one of the unit requirements of CHCECE032 calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

All or Nothing Competence

Pay attention to enumerated tasks. As mentioned earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent, and the evaluation tool is not compliant.

Can You Be More Specific?

Each assessment task must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your directions do not baffle students or trainers.

Avoid Double-Barrelled Questions

Not using double-barrelled questions makes it simpler for students to respond and for trainers to accurately assess student competence.

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these promises, you must wait for an audit before they assist with noncompliance. This influences your compliance status, so it's better to take a proactive and compliant approach.

By following these guidelines and understanding the principles of assessment and evidence rules, you can ensure that your assessment tools are reliable with the standards established by ASQA and the SRTOs 2015.
